I think it has 2 purposes. But I think sound damping is more effective then stiffening.

For Kia cars, I think only noisy problem is the road noise from the undercarriage. Go do some sp on the wheel arc should be fine. Kia's new model of cars has done a good job on sp, even a few of my collegues who never driven a Kia before highlighted that the sp is much better than their ride, even comfort level.
