towing service usually is around $50, but your workshop told you is your lower they changing is original kia part or OEM part? this 300plus does't it include labour and full wheel alignment adjustment.
now that your car already in their workshop think you should let them fix it if not then you will have to get it tow out and repair it in another workshop?

Hi dog82 If your gearbox oil finish you will have very rough and loud grinding noise coming from your gearbox whenever you start your engine and drive, noted if so is bad news mean your gearbox having oil leakage. If your clutch finish you will have problems driving your car to move around worse can't even move. Hi Harmony Do you know what's to grade of oil use for manual picanto? I do encounter this problems also, but all I need to do is to engage 3rd gear then switch back to engage 1st gear again and this issue mostly happen in the morning after I park my car over night.

Sport Steering allowed Muffler tip depend Interior blue lights better switch off during inspection.
Question: did you do any mod on your engines, undercarriage and lighting. do take noted on all this point mostly very hard to pass.

Hi sgbikee80, do you encounter this only in the morning when your car was park over night, mean engine is cold, do you move off when engine still in warming up state? if so it normal because you Cat converter is still not fully warm up and O2sensor still telling your ECU engine need more fuel. Do get your workshop to look into all this point

Hi sgbikee80, Please check your automotive transmition oil Level, color should be very light red and is there any burning smell from the ATF oil, to perform ATF oil level checking park yourcar with hand brake on, then step your brake and move your gear lever from P to R to D to L then back to P again do it slowly step by step aftrer this pull out your auto trans dip stick clean is with clean cloth and insert it back fully and pul is out again to check the atf oil level there will be 2 marking Low and full like engine oitl dip stick, ATF dip stick is locatedand gear box side so don't check the wrong stick collect oil level should be between the 2 markings

You can go any IU inspection center to ask them for help, but not sure need to pay any labour for relocating, because after you remove it may need to change the bracket

Hi 185/60 R14 is fine it will not rub against the wheel arc, I'm on this size of tires, true pick-up is slower a bit due to more road surface contact
